Yashaʿyahu 55:10–11 (Isaiah)
For as the rain and the snow come down from the Shamayim and do not return there without watering the Arats, causing it to bring forth and sprout, giving Zaraʿ to the sower and bread to the eater, so shall My Dabar be that goes forth from My mouth. It shall not Shub to Me empty. It shall ʿAsah what I desire and succeed in that for which I sent it.

Arats ארץ · A-R-Ts · A-rats
The earth, the land, the ground.
Zaraʿ זרע · Z-R-ʿ · Za-raʿ
Seed, offspring, descendants.
Dabar דבר · D-B-R · Da-bar
Word, matter, thing spoken; a command or message from Yahuah. Plural Dabarim.
Shub שוב · Sh-W-B · Shub
To turn back, return, repent; to turn from a wrong way back to Yahuah.
ʿAsah עשה · ʿ-S-H · ʿA-sah
To do, make, or accomplish; to put a matter into practice.
Question answered: Can Yahuah's Dabar fail to accomplish what He sends it to do? No. It does not Shub to Him empty.
