What the ancient record says
Josephus says Titus selected 700 captives for transport to Italy, chosen because they were exceptionally tall and handsome in appearance, selected for display in the triumph. The conquered people themselves became part of Rome's victory presentation; the triumph was not merely soldiers marching home.
During the triumph captives participated in the procession, war scenes were displayed, spoils carried, sanctuary objects appeared, Vespasian and Titus processed. Selection by appearance shows how carefully the victory was staged, men chosen because their appearance suited the triumph.
